Overview
Modern slavery involves exploitation where individuals cannot refuse or leave work due to threats, coercion, or abuse. Common forms include of modern slavery include Human Trafficking, Forced Labor, Debt Bondage, Descent-Based Slavery, Child Slavery, Forced and Early Marriage, Domestic Servitude etc. Bangladesh’s RMG sector, as the leading contributor to the nation’s economy, may harbor various forms of disguised modern slavery.
Due to high production demands and tight deadlines, RMG workers may face extended hours, often with little choice. Many workers, particularly in subcontracted factories, report being unable to refuse overtime or take leave. This coercion is compounded by fear of losing jobs or facing deductions from wages. Though large, export-oriented factories have largely phased out child labour due to compliance requirements, smaller subcontracting units and unregulated factories have been documented to employ children. UNICEF estimates that around 1.7 million children are engaged in hazardous work across Bangladesh, including within the garment industry. Moreover, Female workers may encounter harassment or be pressured into accepting lower wages than their male counterparts. Their economic vulnerability also means they may feel forced to accept unfair working conditions. A significant proportion of RMG workers in Bangladesh do not receive adequate social protections, such as healthcare, paid leave, or pension plans.
In this project, Bangladesh Labour Foundation (BLF) led by GoodWeave International, Collaboration with Rights Lab from The University of Nottingham with funding from the UK’s Home Office Modern Slavery Innovation Fund (MSIF), is focused on building the first comprehensive, evidence-based study on the prevalence, risks, and root causes of modern slavery within Bangladesh’s ready-made garment (RMG) sector.
Objectives
- Trialing innovative approaches on what works to tackle modern slavery internationally.
- Preventing modern slavery by reducing the vulnerability to victimization or offending specifically in ODA eligible countries.
- Strengthening partnerships to prevent and remedy modern slavery in supply chains which will require either a geographic link with countries that are a high risk of modern slavery in UK Government procurement, or a public-private sector partnership linked to UK supply chains.
Outcomes
- Increased visibility into hidden supply chains to identify and address modern slavery risks in the Bangladesh RMG sector including Identified child labour and subcontracting hubs.
- Improved prevention and remediation strategies to reduce worker vulnerability and address forced, bonded, and child labour including counselling sessions with minors and their guardians at high risk.
- Strengthened partnerships and stakeholder engagement to drive collective action for systemic change.
- Enhanced monitoring and impact assessment through structured evaluations and data-driven insights.
Major Activities
- Provide input and support to Rights Lab on research design as needed and facilitate access to survivors of forced, bonded, or child labour to inform research design and approach.
- Undergo research training, conduct a research pilot, document encountered issues, and share feedback with the Research Advisor.
- Conduct interviews with target interviewees in selected worker communities, data entry and submit findings to GoodWeave & Rights Lab on a bi-weekly basis.
- Conduct community-based observations of RMG subcontracting linked to export supply chains, with a focus on modern slavery, including child labour in the informal RMG sector and prepare and submit report with key findings from field observations.
- Conduct Focus Group Discussions (FGDs) with key informants in selected worker communities, compile and submit reports with key findings from FGDs.
